16th/17th edition IEE regs, require info please.?

I do not know exactly what IEE reg may apply but what you described is a bodge job and cannot be good practise in any circumstances. Power leads should not be under strain the transformers should be tied or fixed in place and there should be no risk should the transformers overheat.
